Sorry cant help,even though I suspect that you could get free wifi in some hotels.
Stayed in Sv Vlas last June and there are a few internet cafes on the main street into the village square. Cost 3lev per hour.

It%26#39;s late, I know, but it would/could help others; there is free WiFi in the area near the Citty Hall (Kmetstvo/Кметство). I saw a lot of people with their netbooks over there. and the price I paid in an internet cafe is much smaller than 3 BNL. I paid fiftysomething stotinky for more than half an hour... (that would give less than ~1 EUR).
