It says that our hotel has internet access, %26#39;pay locally%26#39;. Does that mean we pay reception or what way does it work?

Normally they have a small internet area where you pay at reception and they load the computer with your money.
Simples.

Most of the below details would be avoided if you specify in which city/resort you%26#39;ll stay.

It actually works various ways. Apart from those already pointed by previous users, i-net access from your room can be also enabled against certain amount.
Some hotels (minority) have PC in the room. Some (minority) offer renting laptop. Most hotels only offer enabling i-net at your room, thus you should have your own laptop.
Charges could be per hour or per day, dependent on the hotel policy. Many hotels offer i-net access free of charge. Those who charge are mainly SPA/vacation/leisure type of hotels. Most business hotels or combined business-SPA hotels wouldn%26#39;t charge you for i-net.
Hotel charges for internet are usually higher than those in wifi cafes, so I%26#39;d second the previous user advising you to use i-net from internet cafe.
You can find one by asking at reception, or by walking around, or by using the hotel PC for few minutes- spot your hotel at maps.google, then do a seach for nearby wifi cafes and/or zones (also works really OK for shops, restaurants, etc.)
This could also help you to spot free wifi areas in case you have your laptop with you.
The connection type is mostly (but not only)- WiFi.
In non-business oriented hotels it is very common issue that the i-net is enabled but actually not working, not working properly or not working in all rooms. If you ask at the reception, they%26#39;ll usually ascertain that it%26#39;s working but it%26#39;s not reliable info. So, if the i-net connection from the room is of importance for you, check if it exists%26amp;operable, prior unpacking your baggage.
If you only need random short access, use the PC at hotel lobby or i-net cafe.
